from which Fire should be withdrawn, not directed upon.
The small Batteries at Head Quarters House No 5 and No 6 and No 7 it is unnecessary to comment upon as they also are in the Cantonment.
it's position
As regards No 8 however, near the Government Offices is very objectionable; four of its guns are directed upon the Town, and the others in my opinion, and in that of almost every civilian, and as I said before, of every Artillery Officer I ever spoke to on the subject, perfectly useless; and these will be more especially so if any Batteries are placed on Nowloon, or at the Byemoon.
The next most objectionable site reserved is Possession Point No 9 and No 10. The former is a long narrow ridge now separating the East and West Divisions of the city from each other, which it is most desirable to join by the removal of a portion of the Promontory and the deposit of the material into the sea to form land available for Commercial purposes immediately adjoining, as well as to permit of the remainder of the Reserve for dwelling houses: in fact this very portion of land was but lately applied for by the Committee of the Sailor's Home as the most effective site for the erection of premises for that establishment and was necessarily refused.
